Educational Story

【After the war, in an effort to rebuild the devastated country through a new form of education, the only one

and first school in Japan was established in Sekikawa Village.
It was named "Sekitani Gakuen," it implemented a new approach that respected each student and nurtured their individuality, leading to the creation of the “6-3-3 system” of education. 】

• 1945 – Professor at National Teacher Training School and Director of Japan Educational Research Institute met
• 1946－Visit Sekikawa Village and met Masutaro Watanabe ( Village Mayor , Owner of Current Japan Important Cultural Property Watanabe Residence )
• Made many discussion Education of Japan and its Future.
• 1947.7- The Japan Educational System

6(Elementary School) -3( Junior High School ) -3( High School ) Law was enacted in the Fundamental Law of Education and the School Education Law.
・The First School was ' Sekitani Gakuen' ( Current Sekikawa Elementary School )

Human Story

Masutaro Watanabe

Born in Shimoseki, Sekikawa Village, Niigata Prefecture (in 1903) ; the eldest son of Sanzaemon.

He graduated from the Department of Sociology, Faculty of Letters, Tokyo Imperial University in 1929.

After serving as a commissioned staff member for the Criminal Affairs Bureau of the Ministry of Justice and as a research associate at the University of Tokyo's Faculty of Letters, he became the Mayor of Sekiya Village in 1945.

He was engaged in agriculture.

He held various positions, including:
・Chairman of the Sekiya Village Agricultural Association;
・Director of the Niigata Prefecture Agricultural Association, the Niigata Prefecture Federation of Forest Owners' Associations, and the Niigata Prefecture Federation of National Health Insurance Associations;
・Member of the Niigata Prefecture Council on Social Insurance Medical Fee Calculation;
・Director and Principal of the Niigata Prefecture Agricultural Practical College Association;
・Member of the Niigata Prefecture National Health Insurance Committee and the Niigata Prefecture Social Education Committee;
・Member of the Niigata Prefecture Regional Forestry Council, the Niigata Prefecture Council on Medical Facility Development, and the Niigata Prefecture Council on Public Medical Institution Management;
・Director of the National Council for the Operation of Directly Managed National Health Insurance Medical Facilities.

Contributed to Educational System,

but also Japan insurance System , and prosperity of Yonezawa City, Yamagata Pref , Sake Brewery , Farming Rice , Financial Business ,etc .

His house is now designated as a nationally important cultural property.
